Ok I got everything back together and the brakes are great, probably better than they've ever been, at least since the lift. Both sides are grabbing and releasing. That passenger side cable on the driver's side seems to do the trick. Didn't do anything else with those hex bolts, so I guess they're not much of a factor. Just left them snug but movable.

Just like a car, do one side at a time. If you can't figure out how something goes back together you can always look at the side that's assembled.
