Petey, how hard was it to get the shroud off with the engine in place? I have the same problem, I need to reconnect the blue wire so the engine will kill.

It's a bit of a pain, and step 1 is remove gas tank (which is much easier if you pump the fuel out first). You could also try correctly adjusting your throttle cable so that no air/fuel is allowed when pedal not pressed.
