New to EZGO, tuneup but can't get full throttle

I recently picked up a 91 Marathon with a 3PG and the thing was a DOG. I am trying to get it tuned up/faster. So far I've:

Checked compression: 160psi
HEI upgrade: Installed and works fine
Put Seafoam in the gas tank: Still running it through
New fuel pump, lines & filter
Pulled apart the carb and cleaned / drilled main jet

I haven't driven the cart since the updates but it runs well without a belt.

The problem:

I can't get full throttle - nowhere even close and looking at the setup, I can't see how the pedal armature nor governor pivot would provide enough travel for full throttle.

Is this normal? How do I fix this? I am thinking about pulling the throttle cable off the governor all together and rigging up a bracket direct to the carb but would rather keep it simple if possible. Thoughts?

The throttle cable can be adjusted to obtain full throttle. The factory sets the cable and governor loose to keep the speed down to 12 mph.

I see adjusters but don't see how they could even come close to giving full throttle. Am I missing something?

Adjust them, there is not allot cable travel but you will get full throttle. Tighten the governor spring as well.
