Rear suspension on 88 gas cc ds confusing me

I guess I'm not seeing what you think you're missing. In the link to your kit that you provided, figure 1 (parts list): The spacer (part E) goes over the top of the axle tube and under the leaf spring. One U-bolt (part D) angled across each side with the new shock mount (part F) at the top of the U-bolt and across the top of the leaf spring. That's the way it's show in the example pictures for the rear. The single U-bolt angled across will match up with the existing lower plate, which gets re-used because it's also the bracket for the brake cable. To use two U-bolts to each side you would need to fabricate not only the top plate you've suggested, but also a bottom plate that incorporates the bracket for the brake cable. You would also need 4 different U-bolts because the spacing would need to be different.
