Default 2PG throttle cable spring issue

First a pic for reference.




from what i can find there should be a spring at point "A"
got the cart yestday and spring " C " was at end of cable " D " while nut and washer " E " was not present,cable was just flopping there.
now wondering if spring " C " is the proper spring to go into point " A " ??
spring is not very soft or firm,,kind of a medium squish :)
has five or so coils and looks about the right size but i dont know.
should the spring be stronger or weaker or about the same as the return spring tension ??
i dont understand what purpose that spring serves so maybe understanding why there should be one there would help.

The purpose of the spring is to make sure the carb closes all the way when you let off the accelerator. If it doesn't close all the way when you hit the accelerator again it will cause the cart to backfire which will blow out your crank seals.

The spring looks fine to me for the job required. I've read of some folks using a spring out of a ink pen.

i had the problem of surging and backfires before "trying" to straighten the mess out.
got smooth at low speed with no backfire and unhooked gov but throttle dont seem to open all the way.
any suggestions on that ?
