Default Downhill in 2004 EZGO TXT question

My 2004 EZGO TXT seems to be having a problem going down hills. I understand the governor regulates the speed going down hill, but it feels like the kart is fighting the slowdown too much. I feather the gas going downhill, but wanted to ask if A.) this is normal and B.) if anyone has any tips they use to help with this.

This is my first gas powered golf kart and I want to make sure I am doing it right. It will also backfire if while it is slowing itself down I give it too much gas.
