Exclamation Club Car won't go into hill brakes

The golf cart that we own... a 1999 Club Car... has been braking ok but we are having a problem. You know how when your going down a hill and hit the brakes a few times on and off the wheels lock up... my cart doesnt do that? Why doesnt it and how can I fix it?

Do you mean why don't my brakes work well?
Pull a wheel and drum off and see what condition the brakes are in, maybe it's time for new shoes? Maybe they are just glazed and out of adjustment?

If you can't tell from looking post some pics here and we will tell you what we see

The hill brake is a parking brake. It is meant to lock the brakes so you can park on a hill.
