Default drive belt tension

I have an older carryall where the clutches are adjustable foe belt tension. A little research shows that the distance center to center should be 9 5/8". I have my motor back as far as possible in the slots and still have 9.5". The belt is tight at a rest and not climbing all the way up the drive clutch. I believe it is because of belt tension and thinking of slotting the motor plate to allow some more slack in the belt. Any thoughts or experience with this?

Aftermarket drive belts are shorter than stock CC belts. If you have one on, it will make the belt tighter.

I realized this but is it OK that there is very little slack at rest? I think the tension is what's keeping it from riding all the way up the drive clutch and hurting my top speed. The belt rides about 1/4" from the top. If I slot the motor plate a little more I should be able to compensate for this.

I'm 90% sure the drive belt isn't supposed to go all the way up, flush to the very edges of the drive clutch sheaves. Mine never does and it runs great.

What year is your cart? I think there's a very slight difference in belt length when they changed motors from 1991 to 1992 model years. You may have a wrong belt, or as tpg said, you may have an aftermarket belt. Does your drive belt have horizontal square ridges on the outside?

Carts a 92, motor is a 95 or 96 350, maybe i am good then i was thinking it should come up flush.

Does it run poorly? Or were you thinking there was a problem solely because the belt doesn't go all the way up?
