I always thought these carts had the same rear axle from 1984-1996. I guess not. Weird.

I stumbled across the correct procedure for adjusting the governor to stock:

The adjustment procedure for the governor is to loosen the bolt on the governor arm on the transmission. Manually push the throttle to full open position, hold in place, push the governor arm to full forward position, hold in place, tighten bolt on governor arm.
I got that from this thread:

Does it get better when it warms up? Is your hand choke hooked up (front of the seat)?

Got a chance to look at it. Cold start is a nightmare. Warm OK. I was wonder what starting procedure is. Mainly wondering where gas pedal postion when starting is? The reason I ask it the throttle plate are at different positions. Making hard to start I believe.

I never paid any attention to where the pedal is when it starts, I think I usually just peg it to the floor until it starts moving, then let off. How long to you have to run it until it starts? Again, does your cart have the choke button hooked up?

yes I has a choke button and I use it. I find when I put it to the floor the throttle plates open wide.I find it starts easy if I manually close the throttle plates. I'm going to try to post a video of it
