We did a test at a golf cart shop. So sounds like I could need a new motor?

If you need a new motor, I would send yours off to PQ for the Bandit upgrade. Gets about 20mph with no other modifications / upgrades needed. Runs about $225 + shipping, which is usually only about $40 or so

Are u sure its the motor? Would a new brush kit work? A new motor bearing? Wont hurt to upgrade but could it not be the mcor?; which us the throttle input. Look in stickies and test your mcor.
I have a 80's cart and the series motor is still working. Also u said they tested batteries but the guy wasnt the sharpest knife in the drawer. Drive the cart with your dvm attached to battery pack and then individually to see if batts are good under load. |

Well I checked the computer and there is a discolored spot in the plastic that looks like it may have gotten hot. Hate to spend $450 on a new one though to find out thats not the prob.

Is the computer the obc? It doesnt effect speed. It does two things controls the charger and locks out the solenoid, which neither is your issue. If the computer is the controller then that might be but not sure if it would limit speed...to me it works or doesnt. Some techie can chime in on that.
