Default 2008 Club Car won't go

'08 48v club car won't go. I've checked voltage and there's 48+ volts going all the way to the motor. When the pedal is pushed, it shudders and tries to move, but only goes an inch or so. I'm leaning towards the controller, but don't want to spend the money if that's not it. Thanks in advance for any help.

I would start at the solenoid. Also could give us the exact voltage not the pret near voltage of 48+.

PS Charge the batteries to 50.9 volts

Doubt its the controller- motor would be a better place to test or remove and inspect.
If you've checked the batteries under load, Id go to those places next.

Jack the cart up in the rear. Secure the front wheels from rolling.
Put in forward and hit gas. Do the wheels turn? Do they increase in speed? If so it's likely a motor issue with the stator and points not making good contact and not being able to "use" the voltage sent to motor.
That said, these motors are pretty reliable up to a point.
