!!! UPDATE !!!
put in 15 PSI into the tires and re did the toe
and now the front doesn't wobble and drives straight but I have a NEW problem now
When I do the toe the steering is straight and it all lines up and looks good
get out on the street it drives perfect but the steering wheel itself is not straight once I get the cart going on the pavement
any ideas anyone ???

Yeah, straighten the wheels then take the steering wheel off and put it back on straight

Why not? It should have a tapered hex shaft and you should be able to turn it one "notch" or however many you need

Turn your tie rods equal amounts on both sides until your steering wheel is straight. Turning equal amounts will keep your toe in adjustment correct (if you already did this) and will center your steering wheel. Some carts you can just pull the steering wheel and put it back on, but if your tie rods aren't centered, the cart will turn sharper in one direction than the other.

A few questions
Do I do this will the front end of the ground ??
Do I move the tie rods in the same direction to get the steering wheel straight ??
