Default 96 g-16 gas throttle issue

Hello,
I have a 96 G-16 yamaha gas golf cart. This morning when heading to the course, I slowed down to enter the parking lot. After doing so I was unable to get the engine to rev via the foot pedal. These are the symptoms
1) Push pedal golf cart tries to turn over (makes me think battery is good and starter is good )
2) Checked fuel filter, clean as a whistle.
3) The carburetor doesn’t open (I can manually run the golf cart with my hand by opening the carb)
4) I fell like a spring is missing or something?

I have attached a picture of the top of the carb to see if you can see anything.

I should mention I work on computers for a living. Engines are foreign to me.
