Default Hydrometer or Voltmeter for analyzing batteries

I have 36 & 48 volt carts and need a more accurate way to check the batteries
both have had one battery go bad recently, cheap Harbor freight load meter always say's there ok. Looking for a better way to keep up with individual battery condition.
