If its no spark and everything is hooked up it could be your ignition coil.

As the coil gets weaker there could be a stage where it gets intermittent. But eventually it will stop altogether. Make sure all your connections are good.

Isn't a 1992 the last year that still had an ignitor separate from the coil?

A 1992 should have an FE290 OHV engine, and the ignitor was separate from the coil from 92 to 96 in most FE290's,

The ignitor would be my first suspect!

It wouldn't hurt! it's a cheap easy way to find out if the limiter is to blame...
Just make sure that you remove/disconnect the ground, and not cut it!

Well i finally did that and it runs like a charm.

Will i kill the engine running it this way ?

As long as your governor is set to factory specs, (13 or 14mph on flat ground) you should be o.k.!
If you were to you run down a long, steep hill with the GO pedal mashed to the floor board, you might run into a problem!
