I have a multimeter but am kinda new to reading it and trying to figure out how to get a good reading. How would you suggest I test the FNR switch?

I suggest disassemble, clean, and physically inspect.

A ohm test is about all you can do but, the ohms test will confirm contact where contact is so minimal that heavy load will not pass. So only a negative ohm test is actually a reliable test result. see instruction below.

I disconnected it and there was some corrosion on the fnr switch. I tried to clean it and put it back on but still nothing. How do you know if the controller is messed up

A rotten egg smell could be a bad battery or batteries. Use that meter to get a voltage reading on your battery pack. You also mentioned that the solenoid would click multiple times. This could also come from low voltage.

I have 36 volts and I checked all the batteries and they have 6 a piece

A fully charged pack should read around 38.2 volts. 6.4 for each battery.. If you have 36 volts they are drained.

Agreed - recharge at 6.0 and read voltage to the 10th = 6.37 is fully charged and settled.
