Might be a bad potentiometer.

Disconnect the black and white wire from Pot Box at the controller and measure between the two wires with an Ohmmeter while you very slowly push pedal down.

The Ohms ought to climb smoothly from about 0Ω to about 5kΩ without any jumping around.

I checked the 2 wires on pot meter and the first time it seemed to be fine, tested it a 2nd time and it seemed to jump around a bit. Anyway to bypass controller to make sure its not bad? Thanks

Bypassing the controller will not determine whether the controller is good or bad and is downright dangerous to do. (IE: The solenoid contacts can arc weld together and you have a runaway cart, not to mention neck injuries from the sudden acceleration.)

It would be safer to pick up a cheap 5k or 10k potentiometer from Radio Shack and clip lead it the throttle input to the controller.

Turn it to 0Ω, press the pedal to get the solenoid to click and then turn the pot up by hand.

Hey guys, finally got a chance to put the rebuilt controller in and now it works great! Thanks again for all the help! This is a great site!
