Default I think it's the charger?

Had an issue with my easy go PDS with 400 alltrax controller. The one day it ran fine running at normal speeds the next day would only do about half speed and didn't hardly back up. I thought maybe it didn't get plugged in right. Tried with my charger again. Same results. I got my dads charger and it was a little better but not Normal. I checked all wires to make sure they are tight checked water levels cart rolls freely so it's not the breaks. When I turn the key on there is three green blinks on controller.

Three green blinks means the controller is configured to 0-5 volt throttle. Does it go to solid green after blinks??

I think the light goes off after that. I charged over night with my dads charger and just went for a little ride speeds were back to normal about 25 and seat of the pants feels right.
