To simplify it a little the controller supplies the B- through the blue when told to do so from the pedal switch causing the solenoid to close. You can troubleshoot by lifting the rear tires, and place a jumper from B- to the blue wire on the solenoid and see if you get a solenoid click? If you do and have proper voltage on all those other pins that Johnnie listed above, then you probably have a bad controller.
