I got a chance to check it for a couple of minutes. The voltage did not vary it just steadily dropped as the cart seemed to be draining the battery as it ran.

I've really only had to deal with this once,
There was a 2001 DS in my old campground that did the same thing, the owner wasn't much of a wrench turner, and asked me to fix it,
I didn't feel like removing his S/G to get it tested, so I brought a voltage regulator the next weekend, put it in, and it worked!

Everything that I've read here with your scenario, always leads to generator brushes, especially with a cart older than 1997,

OK so I disconnected that yellow wire and grounded that terminal and I was getting charging voltage again. So that must mean it's the voltage regulator right?
